FSC's are normally paid on loads but there are times when no FSC is captured by a carrier on a given load. The FSC per mile will vary
based on national averages of a gallon of fuel. When the fuel goes
higher, normally the FSC does as well. When fuel goes lower, the FSC will normally be reduced as well.
